Then I give the 13th slot to masquerade halftime: either the filk GoH, or by random draw, or I pick the one I think is the most obvious "great" and pretend it was random draw. And if none of that works, I pick one applicant and say, "No, you suck, you can't perform." THEN I let them bribe me.
